  • Council heard from 10 members of the public who made presentations about items on the agenda, including: Construction of a Warehouse with Office - 1 & 5 Marland Court, Environa; Bungendore Aquatic Centre; Queanbeyan to Bungendore Bulk Water Supply Transfer Pipeline; Captains Flat Containment Cell; Growing Regions Need More Police; and Lead Remediation Council Land.
  • Council deferred consideration of a development application for construction of a warehouse with office at 1 and 5 Marland Court, Environa to seek clarification on the classification of the proposed development
  • Council received and noted detailed business case for the Queanbeyan to Bungendore Bulk Water Supply Transfer Pipeline project, and endorsed Council’s submission for funding under National Water Grid Fund program in February 2025. Council authorised General Manager to issue opening letters to property owners along the route to commence negotiation period.
  • Council approved the design and landscape plans for the new Bungendore Aquatic Centre, and referred a supplementary vote of $350,000 to the 2024-25 third QBRS for consideration to enable DA lodgement. Pending approval of an updated Capital Expenditure Review Report and QBRS funding, authorised lodgement of the DA
  • Council received an information report about correspondence with the NSW Government about the Captains Flat Containment Cell
  • Council will write to the NSW Police Minister and local State Member calling on increased funding and resourcing to enable Police to keep our community safe
  • Council received report with answers to questions with notice about lead remediation of Council land in Captains Flat
  • Council granted conditional consent for development application for construction of a carport and continued use of roof over existing deck at 22 Taylor Place, Greenleigh
  • Council received and noted the independent project health check report for the Queanbeyan Sewage Treatment Plant upgrade project. Council endorsed completing project cost reassessment to +/- 10% accuracy range during detailed design and incorporate into financial modelling and business case, reviewing project delivery model, reassessing plant capacity needs and strategies. Council will receive a report on the response plan and progress on essential and suggested actions in the health check report. Council will write to the ACT Govt to seek formal advice that a joint venture and regional solution has been considered by ICON Water
  • Council approved the design and fit-out proposals for ground floor and level 3 of Nellie Hamilton Centre for additional community/library and conference/meeting room space and approved transfer of $892,000 from existing Nellie Hamilton Centre construction budget
  • Council noted the request from the Microforest Collective to establish a second microforest, at 5 Ash Street, Karabar and will receive a report evaluating the Blackall Park microforest including impact on neighbours, maintenance and success of plantings. Council requested a design concept to ensure that existing mature trees are retained and that new plantings and design enable a clear path through the parklet for residents and will review the request after receiving the evaluation report and design concept. Council will undertake community consultation on the proposal before finalising a decision.
  • Council appointed 14 community members to the Access Advisory Committee
  • Council endorsed the renewal of the licence agreement with the Googong Residents’ Association over 44 Helen Circuit, Googong for the use of the land as a community garden
  • Council adopted the Code of Meeting Practice with amendments to clauses 4.12, 4.22, 5.1, 5.34 and 7.3
  • Council endorsed policies for public exhibition at https://yourvoice.qprc.nsw.gov.au including Agency Asset, Asset Capitalisation, Asset Class Definitions, Asset Management, Asset Revaluation, Asset Depreciation and Impairment, Library Collections, Local and Family History Collections, Managing Unreasonable Conduct towards QPRC and its Employees, Liquid Trade Waste. Council rescinds Workplace Surveillance Policy as a strategic policy
  • Council received information report about the sale of land for unpaid rates
  • Council received information report about quarterly rates and charges outstanding
  • Council received information report about councillor workshop on 2 April which included IP&R Framework, Operational Plan, Delivery Program, Structure and Program, Queanbeyan to Bungendore bulk water Pipeline, Issues Paper Integrated Water Cycle Management (IWCM) Combined, DA.2023.0635 Council Submission.
  • Council received report with answers to questions with notice about Council support to Southern Tablelands Arts
  • In closed session, Council approved Wood and Co Living Pty Ltd as contractor for the design and construct of netball pavilion at the Bungendore Sports Hub for price of $777,089 ex GST
