  • Council heard from three members of the public who made presentations about items on tonight’s agenda including: the Draft Bywong/Wamboin Greenways Master Plan; Abbeyfield Bungendore Housing Development project; and the Council Resolution Action Sheet particularly in respect to the Braidwood Structure Plan.
  • Council approved the QPRC Annual Community Grants and Donations Program 2024/25, allocating Category A Grants totalling up to $25,000 and Category B Venue Hire Donations totalling $35,214
  • Council endorsed the Draft Bywong/Wamboin Greenways Master Plan March 2024 prepared by Bywong/Wamboin s355 Greenways Committee
  • Council noted the Abbeyfield Bungendore Housing Development project status report and allocated $500,000 to an internal reserve to ensure funding agreement obligations are met
  • Council received public hearing and submissions reports for the reclassification of 19 Gibraltar Street, Bungendore from community land to operational land and agreed to progress and finalise the amendment to the Queanbeyan-Palerang Regional Local Environmental Plan 2022
  • Council endorsed renewal of the licence agreement with Air Services Australia for a further five-year term from December 2024 to November 2029 to host a noise monitoring station on Community Land at 4 Coral Drive, Jerrabomberra
  • Council received the Investment Report for the month of July 2024 noting a return of $2,050,236
  • Council received the June 2024 Quarterly Budget Review Statement, noting the carry forward of the 2023-24 unspent budgets for Capital and Operational Works. Council adopted the 2023-24 unspent budgets for Capital Works that had not commenced yet into the 2024-25 budget; noted the Cash and Investments position as at June 2024; and adopted the proposed Internal Reserves balances as at June 2024.
  • Council received report on performance in the development assessment area, noting that the Minister for Planning and Public Spaces has made an Environmental Planning and Assessment (Statement of Expectations) Order 2024
  • Council received report on the Australian Local Government Association (ALGA) Housing Summit held on 16 August 2024
  • Council received report on the Economic Impact Assessment for The Q and The B (Bicentennial Hall) which shows the total spend on dining and entertainment expenditure in the Queanbeyan CBD increases by 51% on show nights
  • Council received report on options for future use of the Medical Centre at 172 Foxlow Street at Captains Flat
  • Council received report on response from Minister for Local Government to a letter requesting the Australian Government restore the Financial Assistance Grants to 1 per cent of Commonwealth taxation revenue
  • Council received report on response from Minister for Planning and Public Spaces to a letter requesting a ceiling on tobacco and vape retailers for NSW and a plan for phased reduction in the number of tobacconist and vape stores authorised to operate in NSW
  • Council received report on Resolution Action Sheet which provides information on the status of outstanding resolutions determined at Council meetings
  • Council noted the minutes and recommendations of the QPRC Heritage Advisory Committee meeting held on 8 August 2024
  • Council noted the minutes of the Environment and Sustainability Advisory Committee held on 29 July 2024
  • Council noted the draft minutes and endorsed recommendations of the Local Traffic Committee meeting held on 6 August 2024
  • Council noted the minutes and recommendations of the Bungendore Town Centre and Environs Committee meetings held on 15 April, 20 May, 17 June and 15 July 2024
  • Council noted the draft minutes and endorsed recommendations of the First Nations Advisory Committee meeting held on 21 February 2024
  • Council noted the minutes of the QPRC Sports Council meeting held on 5 August 2024
  • Council declined a Notice of Motion to submit a motion to the NSW Local Government 2024 Annual Conference regarding the Building Sustainability Index (BASIX), gas in new dwellings and renovations, and a transition away from fossil fuels towards electrification powered by renewable energy
  • Council will submit a motion to the NSW Local Government 2024 Annual Conference calling on the NSW State Government to develop a financial assistance package to help people remove old solid fuel heaters and install electric heating in their homes
  • In closed session, Council awarded Contract No 2024-46 for the Monaro Street Upgrade – Detailed Design to WSP Australia Pty Ltd for the contract amount of $589,159 excluding GST
  • In closed session, Council received an information report on the Abbeyfield Planning Proposal
  • In closed session, Council received an information report on the Regional Sports Complex
  • In closed session, Council received an information report on legal matters for the period 1 January to 30 June 2024
