  • Council approved the Leave of Absence application for Cr Bryce Wilson for the 13 December 2023 Council meeting
  • Following the recent Tidy Towns Awards held in Scone on 4 and 5 November, the following presentations were made. QPRC’s Coordinator of Projects and Technical, Debbie Sibbick, presented the Braidwood Youth Performing Arts Association (BYPAA) and the Braidwood Community Association (BCA) with the award won for the ‘Community Skate Park Project Braidwood’, from the In the Bush Spirit category. This was a joint project with the community and QPRC. QPRC’s Waste Minimisation Officer, Vanessa Palmer, presented Bungendore Rotary with the Resource Recovery and Waste Minimisation award for the project ‘Another Moving Feast project’. Vanessa also presented Mayor Winchester with the award QPRC won for the Queanbeyan FOGO Project (Food Organics and Garden Organics – Feeding Soil) in the circular economy category.   • Council heard from six members of the public who made presentations about a development at 11 Buttle Street Queanbeyan; construction of an Emergency Services Facility and Community Centre at Mongarlowe; and the Braidwood Structure Plan.
  • Council granted approval to variations of the Queanbeyan DCP 2012 and granted conditional consent for development application for residential flat building at 11 Buttle Street, Queanbeyan East
  • Council granted conditional approval for construction of emergency services facility/community centre at 5 Galway Street, Mongarlowe
  • Council received submissions report on discussion paper for Braidwood Structure Plan, will update to correct errors and clarifications, will consult with First Nations communities associated with the Braidwood area, and prepare a draft Braidwood Structure Plan
  • Council adopted in principle the name ‘Marland Court’ as proposed name for two new roads located off Environa Drive, Environa and will advertise the proposed road name for public comment for 28 days
  • Council approved progress of draft planning proposal to reclassify 19 Gibraltar Street, Bungendore from ‘community land’ to ‘operational land’ and will forward to NSW DPE to seek Gateway determination. Following Gateway determination, it will be placed on public exhibition
  • Council agreed to classify 202 Tarago Road, Bungendore as operational land upon transfer of ownership to Council. The land will be used as a landscaping buffer
  • Council approved a Cultural Assistance Grant of $1,000 to the Canberra Tamil School of Canberra Association to provide costumes for a school dance performance at the Diwali Mela Lantern Festival
  • Council endorsed a 12-month Licence Agreement with Queanbeyan Lions Club to operate a community facility and book exchange at Queanbeyan Park, will advertise the licence agreement, and will seek Ministerial consent for a 5 year Licence Agreement
  • Council endorsed the Annual Report 2022-23
  • Council received Investment Report for October 2023, noting return was $492,542
  • Council will place the draft Roadside Vegetation Management Policy and draft Roadside Vegetation Management Plan on public exhibition, to close on 31 January 2024, at https://yourvoice.qprc.nsw.gov.au
  • Council will place the draft Data Breach Policy on public exhibition at https://yourvoice.qprc.nsw.gov.au
  • Council adopted the Crown Road Management Policy
  • Council received information report with responses to Councillor questions on the Bungendore Cemetery
  • Council received information report on the Queanbeyan Sewage Treatment Plant replacement project
  • Council received information report about the Queanbeyan to Bungendore bulk water supply pipeline proposal
  • Council noted the minutes of the Cultural Development and Public Art Advisory Committee of 13 July 2023, endorsed recommendations to change Terms of Reference and that Committee develop a Cultural Policy to replace 2017 Cultural Plan
  • Council received information report about the establishment and meetings of the Ellerton Drive Extension Working Group
  • Council received information report on Councillor workshops held between 21 October to 15 November 2023 including QPRC Waste Management Guidelines for Development and Ashby Estate Scoping Proposal
  • Council noted the minutes of the QPRC Sports Council held on 6 November 2023
  • Council noted Bungendore Town Centre and Environs Committee 16 October meeting minutes, endorsed Lesley Harris and Graham Judge to fill vacancies, amended Terms of Reference to increase representatives, and endorsed Brent Riseborough and Gary Harb to fill vacancies
  • Council will allocate in the 2023/24 Operational Plan, up to $15,000 for the purpose of completing the works at Riverside Oval Canteen, from savings in the Councillor Remuneration budget
  • In closed session Council adopted recommendations to provide funding under the QPRC Local Heritage Places Grant Program
  • In closed session, Council authorised General Manager to negotiate acquisition of rear portion of 17 Gibraltar St, Bungendore for use as carpark. When acquired, will be vested as operational land, along with the 16m2 compulsorily acquired from 29 Ellendon St
