  • Council heard from two members of the public who made presentations about items on the agenda including Councillor Remuneration, a Notice of Motion about all electric homes, and Licence Agreement with Monaro Hockey Club at Regional Sports Complex
  • Council adopted the Compliance and Enforcement Policy with the addition of reference to advising complainants of outcomes
  • Council endorsed proposed licence agreement with the Monaro Hockey Club for access to the Regional Sports Complex for a five-year term at the rate of $5,000 per annum
  • Council waived ground hire fees for the 2024 Kanga Cup event at the Regional Sports Complex being held from 7 to 12 July 2024
  • Council approved placement of the WB Freebody sculpture in the Nellie Hamilton Centre, in the pedestrian access link on the mezzanine level
  • Council adopted the Bungendore Place Plan
  • Council supported in principle the development of 58-62 Morisset Street as a Mobile Food Van Hub, will prepare a Master Plan for seeking grant funding and DA, and prepare a Feasibility Study to investigate funding opportunities
  • Council noted submissions from exhibition period and adopted the Restricted Funds Policy
  • Council noted the land parcel transferred to QPRC from Googong Township Pty Ltd under the planning agreement and approved reclassification of Lot 102 DP 1304193 as Council Operational Land for a Council Depot
  • Council adopted the Sporting Gallery Policy
  • Council applied a zero percent increase in the annual Councillors and Mayoral Fee effective 1 July 2024 and will continue to allocate 10% of Mayoral Fee to Deputy Mayor. Council will also write to the NSW Minister for Local Government requesting amendments to the Local Government Act to require the Local Government Remuneration Tribunal to set the annual fee for councillors and mayors
  • Council received information report about the operational Review of Environmental Factors Determination Policy
  • Council received information report about Clean Up Australia Day and safety guidelines
  • Council received information report about the Local Government Amendment (Employment Arrangements) Bill 2024
  • Council received information report with Questions With Notice about CBD Properties with answers provided by staff
  • Council received information report with Questions With Notice about Shade Sails on Council Facilities and answers will be provided at the 26 June meeting
  • Council received information report with Questions With Notice about car parking at Queanbeyan East with answers provided by staff
  • Council received information report updating on letters sent and received about heritage in Captains Flat
  • Council received information report about Councillor workshops held between 16 May - 5 June including Monaro Rock Quarry Update, Wamboin Welcome Wall Lighting, QSTP Tender Process, Presentation on Proposed New Registered Club Jerrabomberra - Poplars North - DA.2023.0635, Crawford Street Properties - LEP and Zoning Matters, Lead Contamination and Remediation in Captains Flat, and 2024-25 Operational Plan Recap
  • Council noted minutes and recommendations of Cultural Development & Public Art Advisory Committee of 26 October 2023
  • Council noted minutes of the Audit, Risk and Improvement Committee on 18 March 2024
  • Council noted that successive Australian Governments have allowed the proportion of national taxation revenue provided to local government through the Financial Assistance Grants to fall from its 1996 level of 1% of Commonwealth taxation revenue. Council will write to the Commonwealth Treasurer, the Hon Jim Chalmers MP, and the Minister for Local Government, the Hon Kristy McBain MP, requesting the Australian Government to restore the Financial Assistance Grants to 1 per cent of Commonwealth taxation revenue
  • Council noted gas appliances are a significant source of indoor air pollutants, electrifying new homes and major renovations will deliver cost savings, reducing gas use will contribute to achieving net zero emissions targets, that other councils have implemented changes to their DCPs to require the electrification of new residential developments and will receive a report about process to implement DCP provisions to require electrification. Report include DCP changes to require new dwellings & major renovations over $250k to install electric appliances if accessing electricity grid, encourage new dwellings without access to electricity grid to use appliances powered by on-site renewable energy systems
  • Council will seek change of NSW Planning regulations to require DA to open a tobacconist or vape store in Queanbeyan-Palerang. Will write to NSW Govt for ceiling of tobacco & vape retailers for NSW and a plan for a phased reduction in the number stores authorised to operate
  • Council received delegate report from CRJO meeting of 16 May 2024
  • In closed session, Council approved compulsory acquisition of land required for widening of road at Nerriga Road
  • In closed session, Council accepted proposal from TPG Telecom for renewal of licence agreement for telecommunication facilities at Jerrabomberra Circle and authorised General Manager to execute licence agreement
  • In closed session, Council accepted tenders as a panel of preferred suppliers for chemicals for water treatment
  • In closed session, Council accepted tender from Killard Infrastructure for Cooma Street Water Main Replacement
