In March 2021, Council accepted a recommendation to appoint ADCO Constructions to finalise the design and construct the Queanbeyan Civic and Cultural Precinct. Construction commenced in August 2021 and the towers were completed in November 2023. Staff commenced occupying the building in December 2023, with final construction being completed in October 2024.

The redevelopment of 257 Crawford Street, Council’s old administration building is an essential component of Council’s CBD Transformation Strategy. Council staff were previously housed in 11 buildings across the CBD.

Most of the construction was completed by December 2023 and staff moved in and the library and customer service centre were operational in early 2024.

At the 8 May 2024 meeting, Council endorsed naming the new Council administration office and public spaces.

Concept design

The concept design includes:

  • two towers (3 and 5 levels above ground and mezzanine)
  • connections to Bicentennial Hall and improved access to The Q theatre
  • approximately 6500m2 public realm
  • approximately 1450m2 community space
  • 2050m2 commercial space leased to NSW Government
  • 4000m2 council administration, including shopfront, public library space (integrating service desk and staff areas into head office)
  • meeting rooms and break-out spaces (for receptions and conference)
  • lettable commercial space (available initially for rental return, then for future QPRC growth)
  • gallery connecting office building to Bicentennial Hall and Q Theatre
  • approximately 100 car-space office and public basement parking
  • rooftop garden 

Council will take out a loan for the project, which will be paid for by merger savings, lease income and review of services. Council decided not to consider a special rate variation to service the debt for the head office.
