Our Trainee, Cadet and Work Experience programs give opportunities to gain valuable on-the-job experience and employability skills while undertaking relevant studies.
Cadets and trainees undertake their courses part-time while employed full-time. Time is provided during work hours to study and complete assessments. As part of the employment offer, Council pays 100% of course fees and costs associated with studies, including textbooks.
We offer trainee and cadetship programs in:
- Horticulture and gardening
- Human Resources
- Engineering
- Community Development
- Building surveying
- Information Technology (IT)
- Town Planning
- Journalism
- Environmental Health
- Plumbing
We currently have more than 20 active trainee and cadet positions. These positions are typically for a fixed period of time ranging from 2-6 years. This often depends on the length of study required for a particular qualification.
Trainee and cadet positions allow applicants to join in entry level positions and often do not require former professional or educational experience. We provide unpaid work experience for people undertaking educational training at school, TAFE or university. Our work experience program provides practical on-the-job experiences while offering exposure to a diverse range of services, programs and facilities.
The number of placements available depends if the work area can provide effective on-the-job experience at a suitable time for both Council and the student.
Where there is high demand, preference is given to schools and institutions within the Queanbeyan-Palerang region, and students whose studies are most relevant.
Eligibility
To be eligible you must:
- Be a current secondary school, vocational or tertiary student
- Be required to complete relevant nominal hours of practical experience as part of your course
- Have a specific work area in mind
- Have a specific date period to undertake the placement
- Be provided with insurance coverage (public liability coverage) by your educational institution for the duration of your work experience at Council
A copy of any required certification may also need to be supplied as evidence. This could include White Card or Working with Children Check (NSW version). We will confirm these requirements prior to placement.
All expressions of interest should be submitted with a minimum of four (4) weeks notice.
Once you have submitted your expression of interest, our Learning and Development team will ensure student eligibility, and then assist in finding a suitable work area for the specified time period.

We are offering students in the our local government area the chance to earn, learn and continue to work towards their Higher School Certificate. Giving them the opportunity to work in their field of interest at Council, study the relevant certificate at a registered training organisation (RTO) all while completing their secondary schooling. This program will upskill students of the local community as they gain an industry-recognised national qualification and working experience in the field.
Eligibility
- be in Year 10, Year 11 or equivalent
- Completing your HSC in the QPRC local government area
- not be enrolled in another VET course
Sport and Recreation school-based trainee ($22.35 - $32.85 gross per hour + 25% off-the-job-training + 11.5% super)
We are seeking a self-starter who is interested in aquatics and recreation to become a Trainee in 2025!
The Sport and Recreation school-based trainee will work with the Aquatics team to ensure a safe and enjoyable experience for visitors, be involved in facilitating recreation programs for the local community and learn other valuable skills. Alongside this practical experience the trainee will work towards a Certificate II in Sport and Recreation.

Library School-based Trainee ($24.26 - $35.66 gross per hour +25% off-the-job-training + 11.5% super)
We are seeking a young passionate individual with a love for literature to work with the library team as a Trainee in 2025!
They will help with the daily operations of the library as well as engaging with customers to offer assistance and information. In addition they will also participate in preparing and delivering library events and programs, including story time. Alongside this practical experience the trainee will work towards a Library and Information Services Certificate III.
